The Halal Standards Committee of the Spiritual Administration of Muslims of the Republic of Tatarstan at the KazanForum International Economic Forum
In November 2025, at the suggestion of Rustam Minnikhanov, President of the Republic of Tatarstan, the Halal Standards Committee of the Spiritual Administration of Muslims of the Republic of Tatarstan was included in the Organizing Committee for the preparation and holding of the KazanForum International Economic Forum.
KazanForum is the main platform for economic cooperation between the Russian Federation and the countries of the Islamic world. The focus is on new opportunities in the fields of investment, infrastructure, Islamic finance, and modern technologies.
The Committee’s selection as the organizer and participant of the forum is no coincidence: the organization has established itself as a reliable and authoritative certification body in Russia and abroad.
- The Committee is an active member of the World Halal Council;
- The organization has also undergone international accreditation according to SMIIC standards,accreditation in the Persian Gulf countries and international accreditation by the Department of Islamic Development JAKIM (Malaysia);
- The activities of the Halal Standard Committee comply with international certification requirements in the field of halal and are recognized in many countries.
The Committee is at the forefront of the forum’s formation. Since its inception, the Halal Standards Committee has been actively involved in organizational matters and cooperation with certified organizations.
In 2025, as part of the KazanForum International Economic Forum the Spiritual Administration of Muslims, together with the Halal Standard Committee, organized key business sessions dedicated to the launch of the Halal Industry Association in Russia and the creation of a strategy for the development of the halal market until 2030.
Significant work lies ahead in May 2026 as part of the 17th International Economic Forum “Russia – Islamic World: KazanForum,” as the halal industry is one of the key economic areas of the event.
A little about the Committee
The Halal Standard Committee of the Spiritual Administration of Muslims of the Republic of Tatarstan is a specialized structure for certifying products, services, and enterprises for compliance with the requirements of the Halal standard in the Republic of Tatarstan and in Russia as a whole.
The organization began its work in 1999. In 2009, the Committee developed and registered with Rosstandart the rules and procedures of the “System of Voluntary Certification of Products and Services for Compliance with the Canons of Islam – Halal System” (Registration number ROSS RU.K587.04IKH01). In 2019, the system was improved (Registration number ROSS RU.O2042.04ITX0).
The organization has developed its own comprehensive methodological base and established rules and criteria for raw materials, production processes, animal slaughter conditions, logistics, packaging, and labeling to ensure that products are religiously permissible and comply with international Halal criteria.
The Committee has a whole team working within it, united by a common good cause. It has several departments: an expert department, a Sharia department, and a standardization and certification department. All of them support the certification process, work with enterprises, inspect them, and provide advice.
The Committee makes regular visits to certified enterprises: employees visit production facilities, check compliance with standards, record violations, and help to eliminate them.
Impartiality and objectivity, competence and accessibility are the principles of the Committee’s work.
