
The Halal Standards Committee under the Spiritual Administration of Muslims of the Republic of Tatarstan was established in 1999. In 2009, the Committee developed and registered with ROSSTANDART the “System of Voluntary Certification of Products and Services for Compliance with the Canons of Islam — the Halal System.”
In 2021, by decision of the Mufti of the Republic of Tatarstan, Kamil-khadzrat Samigullin, a new chairman, Abbass-khadzrat Shlyaposhnikov, took over the organization. The former head, Irek-khadzrat Ziganshin, who has invaluable experience and achievements in this field, remained in our Committee as deputy chairman.
Shlyaposhnikov (Kadyrov) Abbas Fatihovich was born into a large family of hereditary imams on March 23, 1988, in the village of Srednyaya Elyuzan, Gorodishchensky District, Penza Region.
His maternal grandfather, Yunkin Adelsh Kharisovich, was the mufti of the Penza region for 24 years, and his paternal great-grandfather, Shlyaposhnikov Kalimulla Makhmudovich, was an imam in the village of Srednyaya Eluzan.
Abbas Hazrat began his religious journey in 2005 when he enrolled in the Nurul Islam madrasah at the Central Spiritual Directorate of Muslims of Russia in the city of Oktyabrsky, Republic of Bashkortostan. A year later, he enrolled in the Galia madrasah at the Russian Islamic University of the Central Spiritual Directorate of Muslims of Russia, located in Ufa, the capital of the Republic of Bashkortostan.
After graduating from the madrasah in 2007, Abbas Fatikhovich, with the blessing of Talgat Tajuddin, took part in a student exchange program and enrolled at the oldest Islamic university, Al-Azhar, in Cairo, Egypt. While studying at Al-Azhar, he completed a two-year course at the Markaz Nil Practical Linguistics Center in Cairo in 2011. In 2014, he completed his studies at Al-Azhar and returned to Russia.
In the same year, Abbass Hazrat enrolled at the Russian Islamic Institute to study theology, where he completed his bachelor’s degree in 2019. In 2021, he received a master’s degree in theology from the same institution. In 2015, he became a bachelor’s student at the Russian University of Transport (MIIT) in the field of International Relations. He graduated in 2019.
After many years of study, Abbas Shlyaposhnikov took up the position of religious leader. In 2013, Albir Khazrat Karganov, Mufti of the Central Spiritual Directorate of Muslims of Russia in Moscow and the Central Region, “Moscow Muftiate,” offered him a job on his team: first as an imam, then from 2014 to 2015 as head of the educational department, and from 2015 to 2017 as head of the international department. After gaining valuable experience and working for four years at the Moscow Muftiate, Abbass Khazrat arrived in Tatarstan, where in 2017 he became imam of the Tynychlyk Mosque in the village of Mirny.
Then, in 2019, the Mufti of Tatarstan, Kamil Hazrat Samigullin, appointed him Imam-Mukhtasib of the Pestrechinsky District. Later, in 2020, Abbas Hazrat became head of the Dagvat Department of the DUM RT. In 2021, by decision of the Mufti of the Republic of Tatarstan, he was appointed chairman of the Halal Standards Committee of the Spiritual Administration of Muslims of the Republic of Tatarstan.
Today, Abbass Hazrat is a member of the Presidium of the Spiritual Administration of Muslims of the Republic of Tatarstan and, in addition to the Committee, he also continues to successfully lead the parishes of the Pestrechinsky District.
Abbas Shlyaposhnikov is married and has three children (three boys). He prefers to spend his free time with his family. He is fond of traveling, sports, and literature. He is fluent in Tatar and Arabic and is honing his knowledge of English in language courses.

The Committee is a co-organizer of the major international exhibition RUSSIA HALAL EXPO.
In 2012, Marat Nizamov became the chairman of the Halal Standards Committee. Prior to his appointment, he served as executive director of the Association of Muslim Entrepreneurs and headed one of Kazan’s halal supermarkets.

In 2018, Irek-khazrat Ziganshin, who previously served as CEO of the Zakat Charitable Foundation, was appointed chairman of the Committee. Under his leadership, a unique Halal system was created and registered in 2019, and dozens of new enterprises were certified. The Committee gained international recognition and full membership in the WHC and AHAC. In addition, the Halal Standards Committee compiled and published the book “What is Permitted and Prohibited in Food and Beyond.”
